Position Overview:

We are seeking a highly skilled IT Project/Program Manager to lead and oversee complex IT programs within classified intelligence operations. This role requires expertise in program management, IT system integration, cybersecurity, cloud services, and software development lifecycles (SDLC). The ideal candidate will be responsible for ensuring successful execution, strategic alignment, and risk mitigation across multiple IT projects supporting national security initiatives.

Key Responsibilities:

  • Lead and manage IT programs from initiation to completion, ensuring alignment with mission objectives and security requirements. 

  • Oversee multiple IT projects involving system modernization, cybersecurity, cloud migration, and data analytics within the IC. 

  • Develop and execute program roadmaps, project plans, budgets, and resource allocations. Ensure compliance with DoD, IC, and federal cybersecurity policies including NIST 800-53, RMF, and STIGs. 

  • Coordinate with engineering, cybersecurity, DevSecOps, and cloud architecture teams to drive system implementations. 

  • Provide strategic guidance on agile methodologies, software development, and enterprise IT integration. 

  • Identify and mitigate program risks, technical challenges, and security vulnerabilities. 

  • Facilitate cross-functional collaboration among government agencies, contractors, and mission stakeholders. 

  • Establish metrics and performance benchmarks to track project success and resource efficiency. 

  • Lead briefings, status reports, and executive-level presentations to key stakeholders. 

  • Oversee the development of technical documentation, requirements analysis, and compliance reports.

Required Skills and Demonstrated Experience:

  • U.S. Citizenship required.

  • Active TS/SCI with FS Polygraph (required, no exceptions).

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience). 

  • Hands-on experience with cloud computing (AWS, Azure, Google Cloud), cybersecurity frameworks, and enterprise IT modernization. 

  • Strong knowledge of Agile, Scrum, SAFe, and traditional project management methodologies. 

  • Experience in cybersecurity risk management, system engineering principles, and IT governance compliance. 

  • Familiarity with DevSecOps, CI/CD pipelines, automation tools (Ansible, Terraform, Jenkins), and secure software development. 

  • Ability to manage technical teams, establish priorities, and drive program execution in highly complex environments. 

  • Experience with budgeting, contract management, and financial oversight of large-scale IT programs. 

  • Strong written and verbal communication skills to interact with senior leadership, engineers, and mission partners. 

  • Demonstrated experience with Sponsor tools and operations and Sponsor roles and missions. 

  • Demonstrated experience with requirements writing with Confluence and JIRA. 

  • Demonstrated experience with Lean Agile IT software development life cycle. 

  • Demonstrated experience gathering requirements, conducting analyses on processes, and proposing improvements to existing processes. 

  • Demonstrated experience facilitating technical exchange meetings with stakeholders to identify, collect, and establish coordinated technical business requirements. 

  • Demonstrated experience preparing and conducting technical business analyses, needs assessments, and requirements analysis and definition to align business systems, solutions, and initiatives. 

  • Demonstrated experience preparing requirements and recommendations related to business systems. 

  • Demonstrated experience identifying and collecting mission user IT needs for both desktop and operational technical capabilities. 

  • Demonstrated experience developing and documenting current and future IT artifacts based on stakeholder feedback to understand associated technical details and make recommendations to technical and non-technical stakeholders in a Lean Agile environment. 

  • Demonstrated experience maintaining and capturing feedback in IT requirements library to ensure changes are captured from a traceability and documentation standpoint. 

  • Demonstrated experience providing IT stakeholder engagement for daily agile events that support and drive decision making at boards, committees, councils, and working groups.

Preferred Qualifications & Certifications:

  • Experience supporting DoD, NSA, CIA, DIA, NGA, or other IC agencies. 

  • Knowledge of Zero Trust Architecture (ZTA), Identity & Access Management (IAM), and enterprise cybersecurity. Understanding of IC security requirements, cross-domain solutions, and secure information sharing. 

  • Experience managing multi-cloud environments, hybrid cloud infrastructures, and containerized applications. 

  • Certifications that enhance credibility for this role:

    • Project Management Professional (PMP)

    • Certified Scrum Master (CSM) or SAFe Agile Certification

    • AWS Certified Solutions Architect

    • Certified Information Systems Security Professional (CISSP)

    • CompTIA Security+ or Network+

    • ITIL Foundation Certification

Experience Levels:

  • Full Performance: 3+ years of experience plus a bachelor’s degree.

  • Senior: 6+ years of experience plus a bachelor’s degree.

  • Expert: 11+ years of experience plus a bachelor’s degree.

  • Subject Matter Expert: 16+ years of experience plus a bachelor’s degree.
