From DoDIIS Worldwide 2026: Five Forces Shaping the Future of Mission Technology

Four days at DoDIIS Worldwide reinforced a reality that continues to reshape the Intelligence Community (IC) and the broader national security environment: technology is no longer simply supporting the mission. Technology is increasingly inseparable from the mission itself.

Throughout the symposium, IT Availability leadership engaged with government representatives, technology providers, integrators, and longtime industry colleagues. Drawing on our own extensive backgrounds as former IC technology leaders, we participated in critical discussions spanning Artificial Intelligence, cybersecurity, infrastructure modernization, data visibility, resilient computing, and the tactical edge.

While individual technologies varied, five overarching themes consistently emerged.

1. AI Is Accelerating Opportunity—and Risk

Artificial Intelligence continues to transform how government organizations process information, automate workflows, identify patterns, and make decisions. However, the same capabilities creating mission advantage are drastically altering the speed and scale of the threat environment.

A recurring concern discussed at DoDIIS was the growing asymmetry between increasingly automated offensive cyber capabilities and defensive operations that still require significant human intervention. Security teams are already managing enormous volumes of alerts, vulnerabilities, patches, and configuration changes. AI-enabled threats further compress the time defenders have to detect, understand, and respond to malicious activity.

The fundamental challenge is clear: defensive systems must become faster, more intelligent, and proactively resilient. AI and Machine Learning will play a pivotal role in this evolution, but automation alone is not a silver bullet. Successful implementation requires trusted data, strong governance, human oversight, and security controls designed specifically for the mission environment.

The goal should not simply be deploying more AI. It should be deploying AI that enables analysts to see more, understand faster, and act with decisive confidence.

2. The Democratization of Technology Requires Stronger Governance

Another critical theme was the rapid expansion of technology development beyond traditional IT organizations. Low-code and no-code platforms, automation tools, generative AI, and intuitive development environments now allow users across an enterprise to create applications without traditional software engineering expertise.

While this democratization can unlock tremendous productivity, it also creates a highly complex technology landscape. In large, distributed mission environments, individually created workflows and data connections can introduce vulnerabilities or dependencies that enterprise cybersecurity teams may not immediately detect.

The answer is not to stifle innovation. Instead, organizations must implement governance models that empower users to innovate while maintaining visibility, accountability, security, and control. Innovation and governance cannot be competing priorities; effective mission IT requires the harmonious integration of both.

3. Visibility Is Becoming a Mission Requirement

Several conversations centered on a universal challenge across government environments: organizations possess tremendous amounts of operational data, but that information often resides across disconnected legacy and modern systems.

Infrastructure teams monitor one environment, network teams observe another, and cybersecurity teams operate from a completely different platform. This fragmentation occurs precisely when leadership needs absolute clarity.

Discussions around unified operational visibility reinforced the necessity of the "single-pane-of-glass" approach—bringing information from multiple platforms together so operators can accurately assess the health, performance, security, and availability of an environment.

But visualization alone is not enough. The next evolution must combine real-time monitoring with intelligent analytics, historical context, and predictive capabilities. Instead of simply asking, "What is happening right now?" mission operators must be empowered to ask, "What is changing? What is likely to happen next? What action should we take?" That transition—from passive monitoring to proactive operational intelligence—is essential for resilient mission environments.

4. Resilient Infrastructure Must Follow the Mission to the Edge

DoDIIS also highlighted a surging demand for high-performance computing outside the traditional data center. AI workloads, advanced analytics, sensor processing, and compute-intensive communications are moving closer to the tactical edge, where mission activity actually occurs.

This presents a formidable infrastructure challenge. Higher compute densities create massive power and thermal demands, while tactical environments are often constrained by space, environmental conditions, acoustics, and deployability.

Our conversations with technology providers explored how compute, networking, and advanced thermal management must be integrated differently. One particularly promising area is the combination of high-density computing and immersion cooling at the tactical edge. Rather than treating cooling as an isolated facility function, future architectures must treat compute, power, networking, cybersecurity, and physical infrastructure as a single, integrated ecosystem. This systems-level approach expands mission possibilities where space, resilience, and processing power are paramount.

5. Partnership Is Essential to Moving Innovation Forward

Perhaps the strongest takeaway from DoDIIS was not tied to any single technology—it was the absolute necessity of collaboration.

Throughout the week, IT Availability connected with organizations across the technology ecosystem, including Amazon Web Services, AT&T, Lumen, Oracle, Nutanix, ViaSat, Cisco, Proofpoint, Booz Allen Hamilton, Carahsoft, World Wide Technology, Peraton, and others.

No single company owns every component required to solve today’s complex mission challenges. Future capabilities will depend on the ability to integrate best-of-breed technologies, rapidly evaluate interoperability, and develop collaborative solutions.

That is why environments allowing industry partners to test technologies together are vital. DoDIIS 2026 provided a phenomenal opportunity to engage with government leaders and industry innovators. But the real value of the symposium begins after everyone leaves.
