Position Overview:

We are seeking a highly skilled Web Developer to design, develop, and maintain secure, high-performance web applications that support intelligence operations. The ideal candidate will be experienced in modern web frameworks, frontend and backend development, and cloud-based architectures while ensuring compliance with IC security standards.

Key Responsibilities:

  • Design, develop, and maintain responsive, secure web applications for intelligence mission support.

  • Implement modern frontend frameworks (React, Angular, Vue.js) and backend technologies (Node.js, Python, .NET, Java).

  • Develop RESTful APIs and microservices for seamless data integration across platforms.

  • Optimize web applications for performance, scalability, and security.

  • Work with SQL and NoSQL databases to store, retrieve, and process intelligence data efficiently.

  • Implement authentication, authorization, and encryption techniques to meet IC security requirements.

  • Conduct code reviews, performance testing, and debugging to ensure application reliability.

  • Automate deployment processes using CI/CD pipelines in cloud environments (AWS, Azure, or Google Cloud).

  • Collaborate with analysts, data scientists, and mission stakeholders to tailor solutions to operational needs.

  • Stay up to date with emerging web technologies, security threats, and compliance requirements within classified environments.

Work Requirements Summary:

  • Work core hours from 0900 hours to 1500 hours.

  • Follow an Agile methodology for software development.

  • Gather and evaluate user requirements in collaboration with Sponsor Product Owners and managers and the Development Team.

  • Illustrate design ideas using storyboards, wireframes, process flows, and sitemaps.

  • Develop User Interface (UI) mockups/wire diagrams and prototypes that clearly illustrate system functionality, look and feel, while incorporating high accessibility and user experience (UX).

  • Present rough drafts, user flows, customer journey maps, wireframes, mockups, and prototypes to Sponsor teams.

  • Identify and troubleshoot UX problems.

  • Support the implementation of a security, development, and operations (SecDevOps) plan, with roles, for adoption by all Sponsor applications.

  • Follow the Sponsor’s document management plan that addresses documents required for all Sponsor applications and systems, their storage locations and versioning requirements.

  • Follow the Sponsor’s service management plan, documenting Sponsor’s tiered support for all applications and systems.

  • Support the implementation of a reference architecture for adoption by all Sponsor applications and systems.

Required Skills and Demonstrated Experience:

  • U.S. Citizenship required.

  • Active TS/SCI with FS Polygraph (required, no exceptions).

  • Bachelor’s or Master’s degree in Computer Science, Software Engineering, Information Systems, or a related field (or equivalent experience).

  • 5+ years of experience in web development, software engineering, or application development.

  • Proficiency in HTML, CSS, JavaScript, and modern frontend frameworks (React, Angular, Vue.js).

  • Experience with backend development using Node.js, Python, Java, or .NET.

  • Strong understanding of RESTful APIs, micro-services architecture, and server-side rendering.

  • Experience with database management (SQL, PostgreSQL, MongoDB, DynamoDB).

  • Knowledge of cloud platforms (AWS, Azure, Google Cloud) and containerization (Docker, Kubernetes).

  • Familiarity with secure coding practices, penetration testing, and cybersecurity principles.

  • Experience working with Git, DevOps pipelines, and automated deployment tools.

  • Strong problem-solving skills, attention to detail, and ability to work in classified environments.

Demonstrated Experience:

  • Implementing industry best practices of user experience design and associated technical solutions consistent with accessibility standards and agile methodology.

  • Providing solutions that facilitate end-to-end process execution and increase automation and advanced analytics.

  • Working with Java and ServiceNow developers to articulate material design with front end components such as Angular and React.

  • Using UX/UI technologies such as Adobe Photoshop, Adobe Illustrator, Adobe XD, Bootstrap, CSS3 and HTML5.

  • Proposing recommendations that provide business value while supporting customer goals and objectives, with an emphasis on improving UX/UI, reducing O&M, increasing quality and speed of delivery, transforming, and modernizing web-based application, system, and service components.

  • Analyzing and documenting web-based application, system, and service components and associated interfaces, including those with databases and web services/APIs to assist in decision-making regarding future development.

Highly Desired Skills and Demonstrated Experience:

  • Demonstrated experience working with Sponsor and partner IT organizations.

  • Demonstrated experience working with learning applications.

  • Demonstrated experience working with language, compliance, and performance management applications.

  • Demonstrated experience working with COTS products.

  • Demonstrated experience with cloud technologies.

  • Demonstrated experience with networking and platform hosting technologies.

Preferred Qualifications & Certifications:

  • Experience supporting DoD, NSA, CIA, DIA, or other IC agencies.

  • Familiarity with federal cybersecurity frameworks (NIST, RMF, FISMA, FedRAMP).

  • Experience with WebAssembly, WebSockets, GraphQL, and real-time data streaming.

  • Certifications such as:

    • AWS Certified Developer – Associate

    • Microsoft Certified: Azure Developer Associate

    • Certified Secure Software Lifecycle Professional (CSSLP)

    • GIAC Web Application Defender (GWEB)

    • CompTIA Security+ or CISSP (for security-focused developers)

Experience Levels:

  • Full Performance: 3+ years of experience plus a bachelor’s degree.

  • Senior: 6+ years of experience plus a bachelor’s degree.

  • Expert: 11+ years of experience plus a bachelor’s degree.

  • Subject Matter Expert: 16+ years of experience plus a bachelor’s degree.
